You may reduce the images size to fit to your content or design. You also may use them as decorative item by repeating the same image over and over again especially on your web page. This will not effect the download time since you are using the same image which is already loaded in the cache memory

Please note that you may reduce image size but never increase the image size (unless you know what you are doing) since the image will show grainy pixels.

It's always a good idea to sharpen the image after reducing the size since the image sharpness will be reduced during the image reduction process.
